TERMS OF REFERENCE FOR RECRUITMENT OF AN INTERNATIONAL EXPERT CONSULTANT AND A LOCAL CONSULTANT TO CARRY OUT A SKILLS AUDIT FOR FARMERS ASSOCIATIONS AND PRODUCE TAILOR MADE COURSES TO ADDRESS CAPACITY NEEDS IDENTIFIED

1. BACKGROUND AND CONTEXT

The Rwanda Private Sector Federation was established in 1999 and works since then as an umbrella of all types of businesses. The latter are organized in specific chambers. The Chambers strategic priorities are designed to not only contribute to the overall objectives of the Federation as a whole, but also tailor their services and objectives to the specific needs of their membership base.

The chamber of Rwanda Farmers was established in 2006. It is an organization dedicated to promote farmers interests in developing their businesses, capacity building initiatives and advocacy. A survey conducted in 2012 about the services member Associations are expecting from the chamber of Rwanda Farmers revealed that the capacity building ranked first with 75% of votes. Therefore, there is a need to put in place the capacity building programme for all 16 member Associations.

Given the importance of the private sector, the skills of farmers and farmers Associations need to be developed to suit the dynamic market demand in Rwandas economy. The Private Sector Federation shall therefore need to be guided on how to develop the skills of farmers and their associations.

It is against this background that the Private sector federation wishes to engage services of an international and a local consultancy firms to develop a comprehensive Skills audit for farmers associations that will serve as a benchmark for further actions aimed at developing skills in the Rwandan private sector, especially in the Chamber of Rwanda Farmers.

2. OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to assess the existing skills situation in sixteen (16) Associations of Farmers, member of the Chamber of Rwanda farmers, and the extent to which it is responsive and match it with the skills required to move the PSF, and particularly, chambers development agenda.

3. SCOPE OF SERVICES

The Consultancy firms shall collect and make use of available information and apply sound technical practices and methods in carrying out the assignment. The firms shall work in close consultation with PSF and the chamber of Rwanda Farmers managements to discuss and agree on all proposals.

Mainly, the firms shall carry out the following tasks:

- A detailed research proposal (Narrative)
- Design a suitable methodology to endeavor the assignment
- Read and briefly present all existing literature related to skills studies for farmers Organizations in Rwanda
- Assess the existing skills among Associations of farmers.
- Determine the skills required by the Associations of farmers in order to perform effectively their missions and responsibilities.
- Analyze and determine the skills gaps in Associations of farmers
- Suggest the skills development plan to address the gaps for Associations of farmers.
- Draft a comprehensive report indicating the required skills to move the PSF/Chambers development agenda, the skills available, the gaps identified and the skills development plan. This report should be subjected to a validation workshop by stakeholders.

The Consultants should remember that the farmers organizations include the Federations, unions and cooperatives. There are also associations made up of companies.

4. DELIVERABLES

- Inception report,
- Preliminary Draft of skills audit and skills development plan document,
- Final Draft of skills audit and skills development plan document,
- Develop training modules for tailor made courses for each association.
- Conduct a Training of Trainers (ToT) in delivering the tailor made course.

5. TIMEFRAME AND REPORTING

Lot 1: Skills audit

The consultancy will last 60 man-days from the date of signing the contract.

- Inception report: 1 week after commencement of the work, the PSF will review this report within 3 days after receiving it
- Preliminary draft of skills audit and skills development plan document, will be submitted after 45 days from the starting date. The preliminary draft will be submitted to the PSFs technical committee for discussions and comments
- Final Draft of skills audit and skills development plan document after the integration of comments from stakeholders will be presented after 60 days from the starting date
- The validation workshop of the study will be organized within 15 days after the submission of final report.
- Final Reports will be directly submitted to and approved by the Linking Farmers to Markets Project Coordinator.

Lot 2: Development of tailor made courses for each of the 16 associations and conducting training of trainers workshop.

This consultancy will last 30 days, of which 20 days will be for the development of tailor made courses to address capacity needs found in the skills audit for associations.

6. PROFILE REQUIREMENTS

6.1. INTERNATIONAL EXPERT CONSULTANT

The lead Consultant of the consultancy firm would be an expert in Skills audit and Business Management. He/She would have:

- At least a degree in either of the following: Business Administration, Rural development, Development Studies, and/or Postgraduate Diploma in Business Management.
- Undergraduate degree in International business and/or Management studies.
- Certificate in Mentoring Enterprises or Entrepreneurs in Business skills with evidence of genuine recommendations of their work from their mentees.
- Conducted similar work or related assignment with specific regard to developing a capability framework and developing business training modules.
- Must be a prolific writer who is able to provide a logical and coherent methodology of how the skills audit builds up to the course design and delivery.
- Experience in international consultancy, preferably our preferred markets for entry in UK/Europe.
- Demonstrated skills to conduct extensive research, data analysis and excellent presentation.
- Experience in presenting and delivering business workshops would be an added advantage.

The firm should also engage additional experienced consultants with at least a Bachelors Degree in related fields.

6.2. LOCAL CONSULTANT

- At least a degree in either of the following: financial management, rural development, Accounting, Development Studies, Business Administration and other related fields.
- Relevant experience of not less than 2 years in a reputable institution in the field of capacity building of agribusiness organizations or farmers cooperatives or companies.
- At least four years banking/ financial sector experience.
- Knowledge of Rwanda organizations, especially private companies
- Knowledge of farmers organizations and or cooperatives management
- Knowledge of Kinyarwanda and English or French and having the capacity of working in a team.

The firm should also engage additional consultants experienced and having at least a Bachelors Degree in concerned fields.

7. SUBMISSION OF APPLICATIONS
